Well, I've just been through the new events file, and there are only a few references to it right now. Lower it at home, and checks for it in the cumaean canal. It doesn't actually raise anywhere.
But, in the files, I found this little nugget, which is presumably what's planned:
[spoiler] This is increased by sunlight smuggling. Every box filled increases it by 4-7. At 100+ (average 20ish fills), the player begins to dream of Frostfound, and the Name-That-Burns - TRAVELLER RETURNING. At 200+, it unlocks a Sometimes Event that has the player helplessly opening boxes, losing a box and gaining a Wound.
It's also increased by 1 when you visit the Surface, with a 50% chance of being decreased by 1 each time you rest at home.

Ahh okay, i didn't quite notice that nothing raised it yet.
Yeah I saw that too. It's also possible the idea changed over the course of the implementation. [spoiler] ie a storylet that straight up kills you by setting your crew value to zero, presumably if you go to the surface with more than 200 [/spoiler]
There is an event that is implemented that would make getting your stat too high a very bad idea though. (Although, if you can't actually raise it yet...) edited by WormApotheote on 2/23/2015

Nah. They seem to do this a lot. They'll put in stubs for stuff before the whole thing is implemented.

Well yeah I mean I assume if its linked to the East storyline.
