Quick question - does anyone know how I can get to 16 - Engaged in Theological Husbandry so I can start catching and breeding beasts? I can't seem to get there. Is it Fate locked?

To get to 16 you need to successfully wrestle the bishop.
If you want to breed beasts from the starting beasts you have to wait for a card, A Visit from a Cloaked Stranger, and pay 20 Fate.

You can talk to the Clay Man Coalman, I believe, to summon that card. Although, I did use the non-fate option on that card a few times in order to get the bottles of laudanum and tincture, but that may have been because that card kept popping up.
