Other than getting thrown into prison, do I have to do anything specific to draw the card that lets me meet him? I'm in for my third time now, just to develop my underworld contacts, and other than the Wiki's word for it, I have no inkling that I might ever meet such a fellow in here...

All you need is to get thrown in prison from what ive gathered. You can also spend a BUNCH of fate on getting him but its not worth it at all.

No cats or investigations of photographers please.
Same goes for Sparring,Loitering,Suppers and Games of chess! Sure I'll accept them occasionaly but I wont help you grind them most of the time.
But calling cards are highly welcome! (Got too much influence for cards at the moment. Sorry!)

Well, he eventually becomes a very profitable acquaintance, but that's at high levels of Shadowy and opp-card dependent.

Social Actions: send them to Kade Carrion (she/her; no Tournament of Lilies, please). an_ocelot has gone NORTH and cannot benefit from social actions!
Possibly-Useful Things: Spreadsheets and hints and link collections, oh my.
