So I know an answer to this question probably exists, but I can't quite remember one.

As is common knowledge, we don't die permanently while in the Neath. In terms of wounds anyway, I'm not sure the same can be said of old age. Does this same principle apply to animals?

Well, there is the Bandaged Raven and the Tomb-Lion...

I guess that when humans kill animals, we usually do it in very final and thorough ways... we slaughter them, we stamp on them, we hack them to pieces... in many cases, there's just not enough left of the animal to come back. Also, coming back from severe wounds takes time, as we see repeatedly in the game. Most people in Fallen London, when they've killed a bunch of rats, they bring them to the Dept. of Menace Eradication for bounty, and the Dept. takes further care of the corpses, i.e. ensures the rats never return.

I think that in general, we just don't give animals a chance to come back. The exception here are our precious pets. There are probably a lot of pets in Fallen London who've died once or twice and were lovingly pampered back to health by their owners.

We certainly never see an animal come back, although I see no lore reason for it to not happen.

Well, now that I think about it, we kill an awful lot of rats and they never seem to come back.
