I find myself in need of a great deal of whispered hints in order to purchase supplies for an expedition in the Forgotten Quarter.
While I have done some searching on the forums, it seems like the recommendation for grinding no longer works that way (i.e. trading in favours at the docks).
Could anyone suggest the best/most efficient way of gaining these?

I'm not sure what kind of results you found, but if you need Whispered Hints, seeking curios can provide it. Be wary of nightmares, though.
That said, using Docks favours is the better way to get supplies. You can get the required Renown level from the Carnival.

Calling in favours from dockhands results in glim, whereas the great game gives me cryptic clues. What am I missing here?

In the Forgotten Quarter, you can hire a porter from the Docks under preparing for an expedition, which is by far the most cost-efficient means of gaining expedition supplies.
