"An Agitator of Renown"

This Quality is different from the "Agitator" quality that one raises with a combination of Convincing Rhetoric, Public Opinion, and Dirty Secret (I think Agitators use all three). It's also different from the "Influence" quality. What raises it is sending Mobs at people; each successfully sent Mob is good for a level of "Agitator of Renown."
But I can't figure out what it's supposed to be good for. It doesn't affect my "Agitator" quality (and I've maxed that out at 20 anyway) and it doesn't increase "Influence" on the Election. What does the quality do, and what is its cap, if any?

It is used as an intermediary to increase Influencing the Election up to 10 - I suspect it's just there so that levels can scale non-linearly (otherwise if Influence was related directly to mobbing, it'd raise by 1 every time one sent a mob, whereas this way at higher Influencing levels one has to send 2 or 3 mobs to get aAoR to the next level that'll allow them to raise Influencing by 1).
It doesn't seem to have a cap, though, so whether it (like A Reputation for Fixing Things or Donations Received) will have any impact at the close of the Election, I have no idea.
