One obvious way is to get it from the Noman’s progress (although you might need to wait till the next Neathmas for this).

There are Fate-locked ways — one example is [spoiler]expedition to the Gallery of Serpents[/spoiler], which sometimes brings a couple of those.

Another fate locked way is as a reward from one of the neathmas factions you can work with(don't remember the factions that give you one but you can easily look it up).
