They're an item, I believe. My favourite source for them is a special action that one gets at zee when zailing with the Majestic Pleasure Yacht (on the card Calm Seas: A Steamer full of Passengers), but there are other sources as well:

I believe the Yacht is the only (recurring) way to get more of them once you're past a certain point in various stories- you can also accumulate a ton of them during the battle for the pantry, IIRC.

Having a certain house-plant can be beneficial here.
It's one of the reasons I have kept Attending to the Needs of a Singular Plant at 16+.

If you really, absolutely need one and none of the other, better sources are available to you, you can visit Mr. Pages' shop in the shops at the entrance to the Labyrinth of Tigers. It's a 10% luck challenge for 2 addresses on a success.

I ended up with several different secluded addresses through the special content of a certain holiday, I believe, though I forget which one now. As far as I know, the only effect of having one is that certain (common?) cards don't appear for you, since you live out of the city.

I've got 14 Secluded Addresses. Not sure how I got them, but I do have a long history with a certain plant.

56 of them, saved up from fighting the Big Rat. The only use I've seen for them is to create Favors in High Places, which I already generate in quantity from being a Midnighter.
