An Agent of the Cheesemonger

I currently have an Agent of the Cheesemonger quality of 15. Recently the card "A note from the Cheesemonger" showed up in my deck, but I wasn't able to click on it because it said 'Unlocked with Agent of the Cheesemonger 14 and no higher than 14'. However the wiki says that it's unlocked with 15 and it looks to be the only way to advance the storyline. Have I done something wrong, or is this a bug or some sort?
(And now, unfortunately, Cheesemonger no longer looks like a word.)
