The Relickers? Mr. Cups? Help?

Alright, I've been getting quite a bit of scrap buut... I can't find Mr. Cups. Do I have to wait for a card?
Probably... but I don't remember getting a card for the first time I actually encountered them.

You can get scrap without ever encountering the Relickers, so you probably haven't met them yet. There are four cards, each representing a different Relicker, who tests different stats and offers different classes of goods.

I have encountered them, or one of them just once. It was probably for my shadowy quality since that is my highest stat, but I have met them once. I traded like...3 pieces of scrap... I think. It was awhile ago, before Christmas.
But it is just a random encounter then?
