Too late for the Regretful Soldier?

I have made many acquaintances in the fair city of lost London, but one has always eluded me. The Regretful Soldier. Perhaps I simply missed his card when I was lower level, or have been unlucky, but now I'm a person of some importance, and I have to know. Is it too late in the progression to make friends with this troubled old veteran? I'd very much like to.

I worried too, but I did get him and I am in my late game. Just draw Opportunity Cards in Watchmaker Hill and you'll get him. It may take a while, but it will work.

To lay your worries to rest, I got him with a Dangerous level of 115 - it just takes patience.
Now, the Keen-Eyed Lapidary... :/
